The Startup Visa dropped its capital requirement

Latvia's Startup Visa has been reformed, and the older "€50,000 investment or €25,000 with accelerator backing" framing that still circulates online is out of date. The program now runs with no fixed minimum capital requirement on the company itself — what actually gets checked is personal financial capacity to live in Latvia while the business finds its feet, generally documented through bank statements showing roughly €8,800 available for an adult applicant (with a lower threshold per accompanying child). The emphasis has shifted toward proving an actually operating business — real customer transactions and verifiable market demand — rather than a pitch deck and a bank transfer. The EU Blue Card is a job-contract route, not a bank-balance one

The spread depends heavily on building era — Soviet-era panel blocks sit at the bottom of that range, restored Art Nouveau buildings near the old town toward the top — and on whether heating is centrally metered, which matters more than it sounds like in a city where winter humidity works its way into poorly insulated older stock. Utilities in an older building can add a meaningful line to a "cheap rent" budget between November and March, so ask specifically about heating costs before signing a winter lease.

Why Latvia over Estonia or Lithuania

The three Baltic states pitch similar packages, and Latvia's actual differentiator is scale without Tallinn's tourist-driven cost inflation: Riga is bigger and more international than Vilnius, with a longer runway of English-language services, while staying meaningfully cheaper than Tallinn's now well-established digital-nomad-driven rental market.
